This fiscal year 1992 Annual Report of the Ohio Department of Rehabilitation and Correction (DRC) describes activities and achievements in corrections and provides statistics on offenders managed by DRC.
Abstract
The DRC has experienced record growth in the offender population it manages, and it has focused in the development of management techniques that will ensure efficiency in managing an overcrowded system. A plan developed during fiscal year 1992 diverts nonviolent offenders from prison, as it identifies offenders who will respond to supervised community punishment. A 1992 intake study enabled staff to make informed decisions on the diversion of offenders from prison and the funneling of resources. The DRC worked with the legislature to draft laws that will permit release of certain nonviolent offenders for the last few months of their sentences to a community facility or electronically monitored home confinement. Achievements in fiscal year 1992 include the accreditation of four prisons. Sections of the report address organization, accountability, professionalism, administrative services, prison management, community corrections, and statistics. Statistics encompass inmates, parolees, probationers, and expenditures. A directory of agencies and institutions is provided.
