A STUDY DESIGNED TO IDENTIFY THE ROOT CAUSES OF CRIME IN THE CITY AND RECOMMEND WAYS TO REMEDY THEM THROUGH CITY, COUNTY, STATE, AND FEDERAL ACTION, ALONG WITH THE PARTICIPATION OF PRIVATE AGENCIES AND CITIZENS.
Abstract
RECOMMENDED ACTIONS BY THE CITY INCLUDE THE ESTABLISHMENT OF A CITY YOUTH COUNCIL TO FORMULATE AND IMPLEMENT A COMMUNITY PROGRAM OF DELINQUENCY PREVENTION AND CONTROL, PROVISION FOR DAY CARE FACILITIES, FAMILY COUNSELING, IMPROVEMENTS IN POLICE MANPOWER, PAY, AND OPERATIONAL EFFECTIVENESS, RECREATIONAL FACILITIES, COURT PROCESSES, AND CARE OF THE ALCOHOLIC. FURTHER, SPECIFIC IMPROVEMENTS IN PUBLIC EDUCATION ARE RECOMMENDED THAT WILL DEAL PARTICULARLY WITH CAUSES OF DELINQUENCY. RECOMMENDED ACTIONS BY THE COUNTY INCLUDE IMPROVEMENT OF PROBATION SERVICES, THE ESTABLISHMENT OF A JUVENILE HOME, AND BROADER AND MORE EFFICIENT HEALTH SERVICES. IN THE AREA OF STATE SERVICES, REFORM IN SENTENCING, FIRST OFFENDER AND NEW CONSPIRACY LAWS ARE SUGGESTED. THERE ARE ALSO RECOMMENDATIONS FOR IMPROVEMENT IN CORRECTIONAL REHABILITATION. THE SECURING OF FEDERAL FUNDS FOR VARIOUS CRIMINAL JUSTICE PROGRAMS IS URGED.
