Abstract
THE EVALUATOR CAME TO THE CONCLUSION THAT THE PENNSYLVANIA LAW AND JUSTICE INSTITUTE (PLJI) ACTIVITIES SUFFER FROM LACK OF SPECIFICATION IN ITS TARGETS OF ACTIVITY AND CHANGE OBJECTIVES. THE EVALUATION WAS BASED ON ATTENDANCE AT A PLJI RETREAT, ANALYSIS OF ALL KNOWN PLJI DOCUEMNTS, INTERVIEWS WITH STAFF, BOARD MEMBERS, CONSULTANTS AND A QUESTIONNAIRE THAT WAS DISTRIBUTED TO THE PARTICIPANTS AT A RETREAT. RECOMMENDATIONS CONCERNING THE RESTRUCTURING OF PROGRAM OBJECTIVES ARE PRESENTED.
