JOINT COUNTY-STATE COOPERATIVE PROGRAM DESIGNED AS AN ALTERNATIVE TO INCARCERATION FOR PROBATIONERS WITH BEHAVIOR PROBLEMS AND THOSE WITHOUT FAMILIES, PROPER HOUSING OR EMPLOYMENT.
Abstract
THIS PROGRAM WAS EVALUATED THROUGH INFORMAL AND FORMAL INTERVIEWS, ANALYSIS OF STATISTICAL DATA, EXAMINATION OF NON-STATISTICAL INFORMATION, AND COMPARISON WITH THE PROJECTED PLANS FOR THE YEAR AS SPECIFIED IN THE ORIGINAL GRANT APPLICATION. THIS REPORT DISCUSSES THE PROGRAM'S GOALS, ADMINISTRATION, CRITERIA FOR SELECTING CLIENTELE, PROGRAMMING, AND STATISTICAL AND FINANCIAL DATA. ONLY 12 PROBATIONERS WERE PLACED IN THE PROGRAM DURING ITS TEN-MONTH OPERATION. EVALUATORS CONCLUDED THAT THE PROGRAM FAILED TO MEET MOST OF ITS OBJECTIVES DUE TO THE SMALL IMPACT ON THE CRIMINAL JUSTICE SYSTEM, THE LACK OF REAL COUNTY-STATE COOPERATION IN THIS PROGRAM, AND THE DECISION BY THE PEORIA COUNTY ADULT PROBATION OFFICE TO GET OUT OF THE WORK RELEASE BUSINESS.
