This Prevention and Evaluation Resources Kit (PERK) guides users through a seven-step approach in developing, implementing, and evaluating a drug prevention intervention.
Abstract
The first step, a needs assessment, involves an analysis of the problems that are to be targeted with the planned intervention, along with the factors that may impede or support the planned intervention. Step two has the following components: 1. clarifying goals and a working hypothesis; and 2. Defining contents and objectives. This step consists of defining an overall goal for the intervention along with the processes through which this goal will be reached. Decisions should also be made on the content or components of the intervention. The third step consists of the selection of strategies and delivery methods. This step specifies how the selected components will be delivered to the target groups and in which setting. Step four is the feasibility check. This involves matching the intervention's theoretical framework (step 2a) and needs assessment (step 1) with existing resources and the best strategies (step 3). Step five, the implementation and process evaluation, consists of implementing the intervention while monitoring the various implementation procedures. This requires a systematic collection of data on intervention activities. The sixth step, the outcome evaluation, determines whether the intervention was successful in achieving its intended goals. Step seven, wrap-up and conclusion, consists of the development of products from the intervention that describe what and how it was planned, implemented, and evaluated, along with the results achieved. To whom the report should be sent must also be determined. This kit has been tested and used by many professionals in nearly all of the member states of the European Union. 1 table, 7 figures, and a 17-item bibliography
