Abstract
The final rule issued August 8, 2016, reorganizes the program rules into six major divisions: 1) General Provisions; 2) State Administering Agency (SAA) Program Requirements; 3) SAA Use of Funds for Administration and Training; 4) Sub-Recipiant Program Requirements; 5) Sub-RecipientProject Requirements; and Allowable/Unallowable Costs. These rule divisions are further subdivided, with subdivisions compared with related guidelines sections. For each topic, the relevant section of the guidelines and the relevant section of the final rule are compared.
