The two feature articles in this issue honor the memory of Adam Walsh in an article by his father, John Walsh, and a review by the Director of the U.S. Justice Department's SMART Office of nationwide achievements related to the SMART Office's mission from 2009 into 2018.
Abstract
The article by John Walsh in memory of his son Adam reviews the tragedy of Adam's kidnapping and murder and how his and his family's victimization have led to so many significant positive changes in the nation's efforts to prevent and respond to cases of missing children. The article by Laura Rogers, the Director of the SMART Office, notes that when she left the office in 2009, the Tribe and Territory Sex Offender Registry System had gone live and the National Guidelines for Sex Offender Registration and Notification had been published. Since she became Director of the SMART Office in 2018, four of the five territories and 18 states have substantially implemented SORNA (the Sex Offenders Registration and Notification Act). Other 2018 achievements under SMART Office leadership are also reviewed. In addition to the two feature articles, this issue summarizes SMART-related activities pertaining to tribal access to federal crime databases, SMART's hosting of regional discussions of the international tracking of sex offenders, SMART grant extensions, and international travel notification prosecution.
