REVIEWS PROGRAMS AND FISCAL OPERATIONS, EFFICIENCY, DEGREE OF ATTAINMENT OF OBJECTIVES, AND ADEQUACY OF PROJECT ADMINISTRATIVE PROCEDURES AND OFFERS RECOMMENDATIONS FOR IMPROVEMENT.
Abstract
THE FOOT PATROL PROJECT WAS TARGETED ON THE AREAS AND TIMES THAT BURGLARY AND ROBBERY OCCURRED WITH THE HIGHEST FREQUENCY. IT WAS DETERMINED THAT THE TARGET CRIMES DECREASED RELATIVE TO THE CITY WIDE RATE, WITH THE DECREASE BECOMING PROGRESSIVELY SMALLER AS THE PATROL MODES SHIFTED TO LESS CONCENTRATED DEPLOYMENT. IT WAS RECOMMENDED THAT PATROL MANNING LEVELS BE RETURNED TO A MORE CONCENTRATED LEVEL OF APPROXIMATELY FOUR PATROLMEN PER BLOCK PER WATCH, REFUNDING OF THE PROJECT FOR A THIRD PHASE WAS RECOMMENDED. THE HOME DETENTION PROJECT DIVERTED SELECTED YOUTH TO THEIR OWN HOMES UNDER THE SUPERVISION OF A HOME DETENTION WORKER WHO GUIDED YOUTH TOWARD AN ADEQUATE ADJUSTMENT IN THE COMMUNITY. ALTHOUGH THERE WAS NO EVIDENCE OF A CAUSAL LINK BETWEEN THE SERVICES PROVIDED AND THE OUTCOME ACHIEVED FOR THE YOUTH IN THE PROGRAM, IT APPEARED THAT THE PROJECT REACHED IMPORTANT PERFORMANCE GOALS. THE BURGLARY PREVENTION PROJECT SOUGHT THROUGH EDUCATION, ALARM INSTALLATIONS, AN AUTOMATED BURGLARY INFORMATION SYSTEM, AND BUSINESS SURVEYS TO REDUCE BUSINESS BURGLARY BY 5 PERCENT IN THE FIRST TWO YEARS AND BY 20 PERCENT IN FIVE YEARS. ON A CITY-WIDE BASIS, THE SURVEYED BUSINESSES EXPERIENCED A BURGLARY RATE DECREASE OF 46 PERCENT COMPARED TO THE PRECEDING YEAR.
