THE STAFFORDSHIRE (ENGLAND) POLICE ANNUAL REPORT PRESENTS ADMINISTRATIVE AND PROFESSIONAL INFORMATION FOR 1978, INCLUDING DETAILS OF A MAJOR MURDER INVESTIGATION.
Abstract
THE 1978 ANNUAL REPORT BY THE CHIEF CONSTABLE REPORTS A BUSY YEAR MET WITH A POLICE FORCE OF GREATLY REDUCED STRENGTH, AS PERSONNEL LOSSES EXCEEDED RECRUITMENT. REPORTED CRIME SHOWS INCREASES IN VIOLENCE, BURGLARY, CRIMINAL DAMAGE, JUVENILE CRIME, AND MOTOR OFFENSES. THE POLICE FORCE EXPECTS COURTS SUPPORT FROM THE COURTS. THE RECENTLY IMPLEMENTED BAIL ACT CAUSES CONCERN TO THE POLICE, PARTICULARLY WHEN APPLIED TO PERSONS ACCUSED OF BURGLARY. RECOMMENDATIONS OF THE DAVIES REPORT SLOWED DOWN WASTAGE AND IMPROVED MORALE, AS DID THE NATIONAL PAY INCREASE. CONTACT BETWEEN POLICE AND THE PUBLIC WAS IMPROVED WITH THE 'BOBBY ON THE BEAT' PROGRAM. OTHER COMMUNITY RELATIONS INVOLVED YOUTH WORK. THE REPORT ALSO GIVES DETAILS OF COMMUNICATIONS ACTIVITIES, POLICE FORCE RECREATIONAL ACTIVITIES, FIREARMS ACTIVITIES, FIREARMS CERTIFICATES ISSUED, ALIEN REGISTRATIONS, USE OF VARIOUS POLICE BENEVOLENT FUNDS, AND TRAINING PROCEDURES. THE APPENDIX DETAILS TRAFFIC OFFENSES, CRIME STATISTICS, AND PROCEEDINGS IN MAGISTRATES' COURTS. PHOTOGRAPHS ACCOMPANY THE REPORT. (RFC)
