Designed as a reference for agencies operating or planning to operate correctional industries programs, this guidebook presents 74 standards which address the 'inside' and 'outside' needs of contemporary correctional industries. Particular attention is paid to the overall management of a correctional industries program.
Abstract
Inside needs refer to the operating production function, while outside needs are strong marketing and sales programs necessary in the transition of the correctional industry program from a reactive production shop to a full-fledged business enterprise. Standards on administration are concerned with such items as authorization of the industries program, administrative policy governing the new industries operation, compensation to inmate workers, and staff training. Standards on fiscal management focus on a cost-accounting system, monthly financial reports, and pricing products. Other standards are devoted to safety, security, and working conditions; inmate personnel practices; shop practices; and marketing. Some of the standards are benchmarks for the future and will require operational and budgetary changes over 2 or 3 years. The guide also defines terms used in the standards, lists members of the American Correctional Association (ACA) Committee on Standards and ACA delegate assembly and staff, and presents the ACA code of ethics.
