This manual for State Advisory Group (SAG) members is designed to explain the roles, functions, and initiatives to be considered in fulfilling the decision- and policymaking tasks of SAG's as mandated by the Juvenile Justice and Delinquency Prevention Act.
Abstract
It discusses the act, as amended in 1977, and how it relates to SAG's. It describes the organizational structure of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and the technical assistance and other programs available through it. Also presented are SAG bylaws and organizational options. Types of activities that most SAG's participate in are identified and illustrated, including conference sponsorship, formulation and passage of legislative programs, monitoring of jails and detention facilities, and delinquency prevention programs. State allocations available to support such activities also are described. Common problems experienced by SAG's are described, and solutions are suggested. A listing of Federal agencies with resources for juveniles is provided along with a description of their programs and services. Appendixes include guidelines for State Planning Agency grants, information on the National Advisory Committee and its members, sample bylaws, and listings of juvenile justice specialists and OJJDP staff.
