This annual report describes the Commission's performance in investigating complaints of judicial misconduct and judicial incapacity and for disciplining judges.
Abstract
This publication consists of seven sections: Section 1, Overview of the Complaint System, describes the commission's handling and disposition of complaints involving judges; Section 2, Legal Authority and Commission Procedures, discusses changes to the California Constitution, the California Rules of Court, the California Government Code or the Code of Civil Procedure relating to the work of the commission; Section 3, Active and Former Judges 2013 Statistics, examines judgeships within the commission's jurisdiction, jurisdiction over active judges, and discipline authority imposed upon former judges for conduct while they were active judges; Section 4, Active and Former Judges Case Summaries provides case summaries that pertain to active and former judges; Section 5, Subordinate Judicial Officers, discusses the rules and procedures for complaints involving commissioners and referees and statistics concerning those matters for 2013; Section 6, Judicial Disability Retirement discusses the commission's responsibility for evaluating and acting upon judges' applications for disability retirement; and Section 7, Commission Staff, Organization and Budget, explains the authorized staff positions and reductions, actual expenditures as well as an organizational chart.
