This report's goal is to assist Colorado's community corrections agencies in developing, implementing, and improving supervision and programming strategies that address issues faced by methamphetamine-addicted offenders released from jail, prison, or other institutions.
Abstract
The report has four objectives. First, research and identify effective supervision and programming strategies for such offenders. Second, develop a tool that will assist community corrections agencies in assessing the needs of methamphetamine-addicted parolees. Third, provide technical assistance to up to three sites in the State. Fourth, disseminate project information. The request for technical assistance in this effort was submitted by the Colorado State Court Administrator's Office, Division of Probation Service. In defining the need for technical assistance, the application noted that substance-abuse treatment services and methamphetamine-specific services were lacking in rural and mountain areas throughout the State. Each of the three districts selected for technical assistance included large geographically dispersed areas composed of small, rural, and isolated communities. Among the report's observations and recommendations are 1) the strengthening of interagency cooperation at the local level; 2) making greater use of on-site physiological assessments and motivation incentives to promote abstinence; 3) promoting mutual aid and support groups; and 4) addressing the transportation issue.
