This manual is intended as a resource for correctional administrators who are planning the transition from an existing facility to a new one.
Abstract
The manual is divided into four major sections: introduction to transition; transition planning; transition problems; and appendixes which include materials pertinent to the transition process. The format for presenting the development of an effective transition plan is based on nine major transition areas; transition organization, transition administration, new facility personnel, transition training, security and safety, inmate programs, support services, move logistics, and post-transition. Under each major transition area are listed the key tasks that must be completed to minimize occupancy problems. Included in each task is a description of the specific activities required as well as the organizational relationships among areas, tasks, and activities. For each transition area, an action plan that outlines key tasks is included, and the persons responsible for completion of each task are listed along with a suggested time frame. Resources necessary to conduct a task are indicated. 13 references and sample forms
