This paper describes the 3-year effort to research, design, and implement risk prediction techniques in the Marion County, Oregon, Corrections Department.
Abstract
The status and evolution of the prediction methodology are described. Key communications media used to aid in implementing strategy for statistical prediction were the National Institute of Corrections (NIC) training, NIC publications, the American Probation and Parole Association, the Oregon Corrections Association, and team development. Results of a case history of the Marion County Department of Corrections as funded by NIC are discussed, and changes caused by formalization of the risk prediction process in the agency are examined. Studies were undertaken to develop risk and needs assessment tools, and to flesh out the design for a computerized management information system using the Weisbord 6-box organizational model. The Weisbord components -- purpose, structure, rewards, helpful mechanisms, relationships, and leadership were used to summarize the impact of the NIC model classification project in Marion County.
