THIS STATISTICAL AND NARRATIVE REPORT DESCRIBES CRIME CHECK, A JOINT POLICE AND CITIZEN CRIME PREVENTION EFFORT FOUNDED IN JULY, 1976, AND ASSOCIATED WITH A DECREASE OF 11 PERCENT IN UTAH'S CRIME RATE.
Abstract
THE PROGRAM COMBINES SECURITY INSPECTIONS BY TRAINED POLICE OFFICERS, NEIGHBORHOOD BLOCK WATCH GROUPS, AND ANTI-SHOPLIFTING CAMPAIGN, A JUVENILE-ORIENTED VANDALISM PREVENTION CAMPAIGN, A SKI THEFT PREVENTION PROGRAM, AND PREVENTIVE PATROL. THE STATEWIDE EFFORT IS FUNDED BY LEAA. BOTH EDUCATIONAL MATERIALS AND SPECIAL TRAINING ARE GIVEN TO LOCAL POLICE DEPARTMENTS, WHICH, IN TURN, WORK WITH CITIZENS' GROUPS. DURING 1976-1977, A TOTAL OF 27 VOLUNTEER GROUPS WERE INVOLVED IN CRIME PREVENTION WHILE 165 BECAME INVOLVED DURING 1977-1978. THE NUMBER OF HOMES PARTICIPATING IN OPERATION IDENTIFICATION, WHICH MARKS VALUABLES WITH IDENTIFYING NUMBERS, JUMPED FROM 3,613 TO 32,213. A TOTAL OF 149 NEIGHBORHOOD WATCH GROUPS WERE FORMED IN 1976-1977, 152 IN 1977-1978. THE NUMBER OF BUSINESS SECURITY SURVEYS INCREASED FROM 414 TO 1,160 AND THE NUMBER OF RESIDENTIAL SURVEYS FROM 1,030 TO 7,471 DURING THE SAME PERIOD. IN OREM, UTAH, THE PREVENTIVE PATROL PROGRAM HAS BEEN ASSOCIATED WITH A REDUCTION IN PART 1 FBI INDEX CRIMES FROM 512 PER 100,000 POPULATION IN 1975 TO 33 PER 100,000 IN 1978. THE SKI REGISTRATION PROGRAM IS SUCCESSFUL. (GLR)
