PROGRAM DESIGNED AS AN ALTERNATIVE TO JAIL INCARCERATION FOR MISDEMEANANTS WHO WERE EMPLOYED PRIOR TO ARREST, HAVE DEPENDANTS, ARE MARRIED, AND/OR HAVE OUTSTANDING DEBTS.
Abstract
PROGRAM RESIDENTS SPEND EVENINGS AND WEEKENDS IN THE WORK RELEASE CENTER AND ARE ALLOWED OUT DURING THE DAY TO GO TO WORK. EACH RESIDENT IS CHARGED A SMALL 'RENT' FEE FOR EACH DAY HE SPENDS IN THE PROGRAM. THE AVERAGE LENGTH OF SENTENCE IS 30 DAYS AND RANGED FROM FIVE DAYS TO ONE YEAR. THIS REPORT CONSIDERS THE BENEFITS TO THE CRIMINAL JUSTICE SYSTEM, THE OFFENDER, THE OFFENDER'S FAMILY AND THE COMMUNITY OF THIS TYPE OF PROGRAM. ALSO DISCUSSED ARE THE STATISTICAL AND FINANCIAL DATA FOR THE PROGRAM, PROGRAM ACTIVITIES, ADMINISTRATION, AND ORGANIZATION. EVALUATORS CONCLUDED THAT THE PROGRAM HAS BEEN WELL OPERATED AND ACCEPTED BY THE 'OUTSIDE' MEMBERS OF COUNTY LAW ENFORCEMENT SYSTEM, INCLUDING THE JUDICIARY. EXPANSION OF HOUSING FACILITIES TO PROVIDE FOR A GREATER NUMBER OF PROGRAM PARTICIPANTS WAS RECOMMENDED.
