The Pinellas County (Florida) Sheriff's Department, in cooperation with Operation PAR, operates the nation's largest and most comprehensive substance abuse services; they are conducting the first locally funded Drug Use Forecasting (DUF) program among arrestees in the Pinellas County Jail.
Participants in the program complete a questionnaire on drug use and submit to drug urinalysis testing. In addition, hair samples have been collected from those arrestees for future drug testing using radioimmunoassay of hair (RIAH) technology. This research proposal suggests a three-way comparison of drug use data. A DUF-style expanded self-report questionnaire would facilitate the gathering of drug use data in time frames appropriate for the study as well as augmented demographic and drug use data. Urine specimens would be tested, using fluorescent polarization immunoassay (FPIA) and enzyme multiplied immunoassay (EMIT), for metabolites of cocaine, cannabinoids, opiates, amphetamines, and benzodiazepines. Finally, the hair samples would be tested for heroin, cocaine, and marijuana traces dated back 60- and 30-day intervals from the time the sample was taken. The final report of this project would address the benefits and problems associated with employing these methods in an arrestee population. 11 appendixes
