This study guide, which accompanies the ''Crime File' videotape on jobs and Evaluation results for employment programs that have targeted various groups, including ex-offenders and unemployed youth, have been disappointing.
Abstract
Statistical studies of individual offenders do not show any consistent relationship between unemployment and crime. Many of the anti-crime employment programs have failed to provide employment stability for targeted groups because of participants' paucity of skills and education, job scarcity in inner cities, poor work attitudes, racial discrimination, and weak job-finding networks among the poor. The targeting of specific groups (e.g., ex-offenders and inner-city youth) for employment services raises equity and cost-effectiveness issues. 6 references
