This policy development template was developed for use in intelligence and investigative activities, its policy concepts are grouped in related sections which contain pertinent policy provision questions and sample policy language, and includes a list of additional resources plus five Appendixes which include fair information practice principles, information on federal laws, and a sample policy.

Abstract

This license plate reader (LPR) policy development guide’s goal is to support justice entities as they develop LPR policies that address information collection, receipt, access, use, dissemination, retention, and purging efforts. The provisions suggested in this template document are intended to be incorporated into an entity’s general operational policies and daily operations, and to provide explicit and detailed privacy, civil rights, and civil liberties protection guidance to entity personnel when developing their LPR policies. The document provides in-depth descriptions of several aspects of LPR policy development: the purpose for establishing an LPR policy; what an entity’s authorized uses for LPR information are; legal compliance topics; information quality assurance; security and maintenance issue; information retention and purging; accountability and enforcement; training; and other related topics. The Appendixes include: glossary of terms and definitions; fair information practice principles 9FIPPs); listing of federal laws; cases and authorities; and a sample LPR policy.
