This 2012 edition of the New York City Police Department's (NYPD's) "Active Shooter Recommendations and Analysis for Risk Mitigation" includes an updated analysis and compendium of active-shooter incidents through December 21, 2012, incorporating 43 incidents (including five prevented attacks) that occurred in the period (approximately 2 years) since the release of the 2010 edition.
Abstract
Because active shooter attacks are dynamic events, the NYPD does not present a single set of best practices for private-security's response to such incidents; however, it has compiled a list of recommendations for building-security personnel in their efforts to mitigate the risk from active-shooter attacks. The recommendations draw on the analysis of previous studies of active-shooter attacks that occurred in the period from 1966 to 2012. The compendium of cases presented includes 324 active-shooter incidents organized chronologically by type of facility targeted, including office buildings, open commercial areas, factories and warehouses, schools, and other settings. A statistical analysis was conducted on a subset of these cases in order to identify common characteristics among active-shooter attacks. The analysis found significant variation in the attacks across some broad categories, including sex and age of the attacker, the number of attackers, planning tactics, targets, number of casualties, location of the attack, weapons used, and resolution of the attack. The analysis also addresses the frequency of active-shooter attacks. Recommendations pertain to procedures, systems, and training. 3 figures and 4 tables
