THE MATERIALS PRESENTED IN THESE FOUR VOLUMES ARE INTENDED FOR DISTRIBUTION TO EACH CONFEREE ATTENDING THE NATIONAL CONFERENCE ON APPELLATE JUSTICE. THE SPECIFIC ISSUES RAISED IN THE SELECTIONS IN THIS VOLUME INCLUDE LIMITING ORAL ARGUMENT, DEVISIONS WITHOUT REASONS AND ORAL OPINIONS, PUBLICATION OF OPINIONS, STAFF ASSISTANCE AND THE PROBLEM OF DELEGATION OF RESPONSIBILITY, AND EXPERIMENTAL USES OF STAFF.
