Testimony before the Task Force on International Narcotics Control and the House Subcommittee on Europe and the Middle East documents Bulgaria's drug trafficking through Turkish criminal organizations to finance arms sales for terrorist groups. Testimony also critiques proposed bills bearing upon United States-Bulgarian relations.
Abstract
Testimony by the acting Administrator of the Drug Enforcement Administration confirms Bulgaria's policy of encouraging and facilitating narcotics trafficking through Kintex, the official import-export agency that oversees Bulgaria's international trade. The goals of such trafficking are reported to be the obtaining of Western currency, support for terrorist groups, and intelligence gathering. Testimony from representatives of the State Department, terrorism experts, and others knowledgeable on the issue concur with this finding and expand upon the evidence and tactics. Witnesses also present the executive branch's view of H.R. 337, which concerns Bulgaria's abuses of the Customs Convention, and H.R. 5980, which directs the President to review U.S. policy toward Bulgaria. Support for these bills and economic sanctions against Bulgaria are favored in the testimony. Appendixes contain task force questions submitted to various Federal agencies and their answers.
