PROGRAM DESIGNED TO COMPILE AND DISTRIBUTE BASELINE DATA ON STATE VOLUNTEER PROGRAMS, ESTABLISH A RESOURCE LIBRARY, AND INCREASE THE NUMBER AND QUALITY OF VOLUNTEER PROGRAMS BY PROVIDING TECHNICAL ASSISTANCE.
Abstract
THE THREE MOST BASIC SERVICES PROVIDED BY THE PROJECT STAFF ARE INFORMATION, TECHNICAL ASSISTANCE, AND TRAINING, WORKSHOPS, AND CONFERENCES. THE EVALUATION OF THE MODEL VOLUNTEER PROGRAM FOR THE FIRST YEAR OF THE PROGRAM'S OPERATION HAD AS ITS GOAL THE MEASUREMENT AND ASSESSMENT OF THE EXTENT TO WHICH THE PROGRAM HAS HELPED NEW VOLUNTEER PROGRAMS OR STRENGTHENED EXISTING ONES. A TELEPHONE SURVEY OF 21 INSTITUTIONS, PROBATION, OR PAROLE UNITS SERVED BY THE PROGRAM STAFF WAS USED TO COLLECT EVALUATION DATA. THE SURVEY INCLUDED DIFFERENT PHASES - A DETERMINATION OF THE NUMBER AND LOCATION OF ACTIVE AND ANTICIPATED VOLUNTEER PROGRAMS AND INDEPTH INTERVIEWS WITH THE 81 CORRECTIONAL AGENCIES REPORTING PROGRAMS. EVALUATORS CONCLUDED THAT ALL BUT ONE OF THE SIX ORIGINAL PROGRAM OBJECTIVES HAD BEEN MET. ONLY THE RESOURCE LIBRARY HAD NOT FULLY BEEN IMPLEMENTED. SEVERAL RECOMMENDATIONS WERE MADE INCLUDING INCREASING THE CONSULTANT STAFF, EXPANDING THE CONSULTANT LIST TO INCLUDE A LIST OF LOCAL VOLUNTEER PROGRAM SPECIALISTS, AND HAVING THE MODEL VOLUNTEER STAFF INCREASE THEIR CONTACTS WITH CORRECTIONAL OFFICIALS AND LOCAL COUNTY GOVERNMENT OFFICIALS.
