              This report describes California's programs and policies relating to drug abuse, with emphasis on its current strategies, the activities of State agencies and the legislature, proposed 1990 ballot measures, and societal problems related to drug abuse.
          Abstract
              Most funding for State and local efforts in drug control comes from Federal grants. The Governor's Policy Council on Drug and Alcohol Abuse publishes goals and priorities for alcohol and drug treatment and prevention services for all State agencies each year. At the local level, most programs are coordinated through the Suppression of Drug Abuse in Schools Program. Eight State agencies are directly involved in California drug programs and policies.  Twelve legislative committees deal with the problem; the legislature is increasingly focusing on drugs in the workplace and infants exposed to drugs. Societal problems resulting from drug abuse include court overcrowding, increased crime, deteriorating public housing, AIDS, and gangs. Tables and appended background reports, figures, and tables
