This assessment of the Las Vegas Police Department's (LVMPD's) adoption of national standards and best practices related to officer-involved shootings focused on policy and procedures; training and tactics; investigation and documentation; and external review.
Abstract
The number of officer-involved shooting (OIS) by LVMPD officers has been gradually declining since a peak of 25 OIS in 2010. In the course of this decline, the assessment identified six events associated with this trend. These events were the establishment of LVMPD's Critical Incident Review Team and Reality-Based Training Program; the publication of the Las Vegas Review Journal's five-part series on deadly force; the implementation of the Collaborative Reform Model; the reform of the Use of Force Review Board; and the publication of the Collaborative Reform Model Report. The LVNPD has completed 56 recommendations of the Use of Force Review Board and has made demonstrable progress on an additional 15 recommendations. This report presents a table that shows the status of all report recommendations. These changes in the LVMPD's record of officer-involved shootings were initiated with the department's agreement to participate in an initiative by the U.S. Justice Department's Office of Community Oriented Policing Services (COPS). The initiative is called the "Collaborative Reform Model," which involves an in-depth assessment of the department's use of deadly force policy and procedures, training and tactics, the investigation of officer-involved shootings, and the external review of OIS incidents. 16 tables and 2 figures
