This report provides an overview of the organization, programming, budget and staffing, and offenders under the jurisdiction of the Kansas Department of Corrections (DOC) in 2003.
Abstract
A section on the organization of the DOC addresses its mission, vision, and goals; its duties and responsibilities; organizational structure; management; major milestones and highlights; and systemwide management and support initiatives. This is followed by a presentation of detailed information and data on DOC budget and staffing. Data on the inmate population and prison capacity address capacity compared with the inmate population for 1985-2003; Kansas' incarceration rates compared with other States; the percentage changes in inmate populations for 1995-2001; inmate population projections; capacity and population breakdowns by gender and custody; and capacity compared to projected population for male inmates. Information on offender accountability and responsibility address total hours and estimated value of community service work, community service hours worked by facility, offender payments for fees and other obligations, transfers to Crime Victims Compensation Fund, work release inmates, inmates working in private industry, payments by private-industry inmates, and privileges and incentives. Information and data on offender trends encompass total population under DOC management, total inmate population, characteristics of the inmate population, the parole rate, yearly return admission for parole violations, and demographics of the inmate population. In addition to describing offender programs --such as academic and special education, vocational education, sex offender treatment, substance abuse treatment, and community-based programs -- the report presents data on program expenditures and contracts for facility-based and community-based programs and services. Other sections of the report provide data and information on correctional industries, parole services, community corrections and conservation camps, and facilities. Directories are provided for DOC contacts and community corrections.
