The median sentence length in 1989 was 3 months; 15 percent of offenders were incarcerated in lieu of a fine, while 1 percent served only weekend sentences. The typical offender incarcerated in a county facility was 27 years old, white, single, born in Massachusetts, and had attained a 12th grade educational level. 3 appendixes
