The objectives of the Pennsylvania Uniform Crime Report (UCR) Program are to inform the Governor, legislature, other agencies, and the public regarding the nature of crime in the State and to provide crime statistics to law enforcement administrators.
Abstract
Some crime factors identified in this report include population density, other demographic variables, transportation, cultural conditions, family conditions, climate, law enforcement capabilities, and public attitudes toward crime. Under the UCR program, crimes are classified as Part I offenses (criminal homicide, forcible rape, robbery, assault, burglary, larceny-theft, motor vehicle theft, and arson) and Part II offenses (other assaults, forgery, fraud, embezzlement, stolen property offenses, vandalism, weapons offenses, prostitution, sex offenses, drug abuse violations, gambling, offenses against the family and children, driving under the influence, liquor law violations, drunkenness, disorderly conduct, vagrancy, juvenile offenses, and all other offenses). In 1991, there was an increase of reported crimes in Pennsylvania of 0.6 percent; Part I offenses increased by 1.4 percent over 1990, while the Part II offense rate declined by 0.04 percent. During the reporting period, 45.4 percent of all offenses were cleared. 25 tables, 15 figures, and 4 appendixes
