This is the data appendix for “Investing in Children,” which tracks trends in Federal investments in children from 1965 through projected investments up to and including 2017.
Abstract
The data presented on children’s investment programs, most of which define a “child” as an individual under age 19, encompass education and research, work supports, and social supports. Some examples of investments in education and research are overseas dependents’ schools, grants for compensatory education for the disadvantaged, school improvement, Indian education, early childhood literacy, “Headstart,” and Innovation and improvement. Examples of work supports are earned income tax credit (credit to low-income working taxpayers with qualifying children) and subsidies to States for child care for working low-income parents who qualify for Aid to Families With Dependent Children (AFDC). Social supports include funding for AFDC, child support enforcement in divorce cases, food stamps, emergency assistance, and child nutrition. Data on “General Investment Programs” address not only the amounts that specifically benefit children but the total amounts the Federal Government provides for education and research, work supports, social supports, physical investment, and defense investments. For each of the programs mentioned in all of the appendixes a description is provided, along with past, current, and projected budgets. The primary data source used is the Budget of the United States Government, Fiscal Year 2008 and past years dating back to 1965. 140 references
