This paper presents a proposal, under the United Nations Convention against Transnational Organized Crime, for the development of an online directory of central authorities and options for the effective utilization of the online information.
Abstract
As mandated by the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, the Secretariat was directed to develop and maintain an online directory of central authorities. The directory’s intent is to facilitate maintenance of the information, improve its integrity and security and involve central authorities in maintaining their information directly. Highlights of directory requirements include: (1) compact delivery size for fast access; (2) user-friendly interface; (3) a password protected system; (4) flexibility of the input mechanism to allow multiple entries of data; (5) ability to accept at least three of the six United Nations official languages for data input; (6) ability to generate a portable document format document version of the entire database in a specified format in real time; and (7) setting up a mechanism to ensure that information remains up-to-date. In addition to the establishing of an online directory, three options are presented on the effective use of an online directory and include: preparation of a Web page with Internet links to existing sources; hosting of Web-based resources of laws and regulations; and development of a Web-based legal database. Other areas for additional consideration are presented in the implementation of the proposed options.
