REPORT ON THE RESULTS OF PROJECT SAFE (SECURE AUTOMATED FACILITY ENVIRONMENT) CONDUCTED BY THE STATE OF ILLINOIS AND A COMPUTER MANUFACTURING CORPORATION.
Abstract
THIS PROJECT, CONDUCTED BY A MULTIDISCIPLINARY TASK FORCE OF PROFESSIONALS, WAS DESIGNED TO COME UP WITH WAYS TO ASSURE THAT AN INDIVIDUAL'S RIGHT TO PRIVACY IS PROTECTED IN INFORMATION SYSTEMS. PROJECT PARTICIPANTS ACCOMPLISHED THIS GOAL BY DEMONSTRATING AN ACCEPTANCE DEGREE OF PROTECTION FOR A PILOT AGENCY DATA BASE; BY ANALYZING AND DOCUMENTING SECURITY MEASURES AND THEIR RESPECTIVE COSTS IN A COMPLEX DATA CENTER; AND BY ASSESSING THE GENERAL APPLICABILITY OF NEWLY ACQUIRED KNOWLEDGE FOR BOTH GOVERNMENT AND INDUSTRY. THE PROJECT WAS DIVIDED INTO FOUR DISCIPLINES - LEGISLATIVE RESEARCH, TEHCNOLOGY RESEARCH AND EVALUATION, SECURITY ADMINISTRATION, AND EDUCATION DEVELOPMENT. PROJECT CONCLUSIONS AND RECOMMENDATIONS IN EACH AREA ARE DISCUSSED IN DETAIL. SEVERAL METHODS OF DATA COLLECTION ARE ALSO DESCRIBED, ALONG WITH A WAY TO DETERMINE THE OPTIMUM SECURITY SYSTEM FOR A GIVEN DATA PROCESSING CENTER.
