THIS REPORT FOCUSES ON SECURITY CONSIDERATIONS FOR INNER CITY SHOPPING - MEDICAL CENTER - OFFICE COMPLEXES AND RELIES UPON THE EXPERIENCES OF AN EXISTING CENTER AS EXAMPLES OF HOW NOT TO PLAN AN INNER CITY CENTER.
Abstract
THE AUTHORS FOUND THAT INNER CITY CENTERS SHOULD NOT BE PLANNED AS IF THEY WERE TO BE BUILT IN THE SUBURBS. IF THEY ARE, AS THE CENTER AT FIFTY-FIRST AND STATE IN CHICAGO WAS, THERE WILL BE VERY SERIOUS SECURITY PROBLEMS THAT MANIFEST THEMSELVES AS VANDALISM, THEIVERY, SNIPING ETC. AS OPPOSED TO SUBURBAN CENTERS, INNER CITY CENTERS SHOULD HAVE A MINIMUM NUMBER OF EXITS AND ENTRANCES FOR CARS AS WELL AS PEOPLE. SERVICE AREAS AND LOADING DOCKS SHOULD BE IN A HIGHLY VISIBLE POSITION (IN FRONT OF THE STORES IF POSSIBLE). ENCLOSED MALLS AND WALKS ARE JUDGED TO BE SUPERIOR TO OPEN COVERED WALKS OR ARCADES. THE PLACEMENT AND SIZE OF WINDOWS IS DISCUSSED AND ALTERNATE MATERIALS (SUCH AS LEXAN OR PLASTIC LAMINATED PLATE GLASS) FOR WINDOWS ARE RECOMMENDED ESPECIALLY FOR THE LOWER FLOORS. CONSIDERATION IS GIVEN TO ROOFTOP CONSTRUCTION, LANDSCAPING (NOT RECOMMENDED), LIGHTING, AND THE USE OF ELECTRONIC SURVEILLANCE DEVICES. THE VISIBLE DEPLOYMENT OF PROFESSIONAL-APPEARING SECURITY PERSONNEL IS IMPORTANT, ESPECIALLY AT THE OPENING OF SUCH A CENTERS.
