THE ACTIVITIES OF THE LEAA-FUNDED SCIENCE AND TECHNOLOGY TRANSFER SPECIALIST HIRED TO SERVE THE FLORIDA GOVERNOR'S COUNCIL ON CRIMINAL JUSTICE AND TWO OTHER STATE PLANNING AGENCIES ARE DESCRIBED.
Abstract
LEAA'S LAW ENFORCEMENT SCIENCE ADVISOR (LESA) PROGRAM WAS CREATED TO FILL THE NEED EXPRESSED BY STATES FOR A STATE-LEVEL RESEARCH INFORMATION SOURCE AND TECHNOLOGY TRANSFER AGENT. FLORIDA'S LESA WAS ASSIGNED FOUR FUNCTIONS: (1) ASSISTING LOCAL CRIMINAL JUSTICE AGENCIES IN IDENTIFYING PROGRAM INFORMATION NEEDS AND ENCOURAGING THE USE OF SUCH INFORMATION IN THE FORMULATION OF AGENCY PLANS; (2) RETRIEVING AND DELIVERING INFORMATION RELEVANT TO AGENCY PROBLEMS; (3) COLLECTING AND COMMUNICATING INFORMATION ON THE STATE'S RESEARCH AND DEVELOPMENT NEEDS TO THE FEDERAL GOVERNMENT; AND (4) SCREENING CRIMINAL JUSTICE PROJECTS IN THE STATE FOR CONSIDERATION AS LEAA EXEMPLARY PROJECTS. THE LESA POSITION WAS FILLED FROM APRIL 1974 THROUGH TERMINATION OF FUNDING IN FEBRUARY 1976. ALTHOUGH THE LESA PROJECT WAS NOT CONTINUED INTACT AFTER THE FEDERAL FUNDING PERIOD ENDED, LESA FUNCTIONS WERE REASSIGNED TO MEMBERS OF THE STATE PLANNING AGENCY STAFF. LESA ACCOMPLISHMENTS IN THE AREAS OF RESPONSE TO CRIMINAL JUSTICE PROGRAM INFORMATION AND DATA NEEDS, TECHNOLOGY TRANSFER, TECHNICAL ASSISTANCE COORDINATION, AND TRAINING COORDINATION ARE OUTLINED.
