OPERATIONS AND FUNCTIONS OF VARIOUS AGENCIES AND DEPARTMENTS WITH LAW ENFORCEMENT RESPONSIBILITIES IN GEORGIA ARE INVESTIGATED AND RECOMMENDATIONS ARE MADE IN THIS REPORT.
Abstract
THE GEORGIA HOUSE LAW ENFORCEMENT STUDY COMMITTEE BEGAN ITS INVESTIGATION IN 1976, AND MADE A NUMBER OF SUGGESTIONS AND OBSERVATIONS IN ITS 1978 REPORT. IN GEORGIA, THE CURRENT SYSTEM OF LAW ENFORCEMENT AT THE STATE LEVEL COULD BE MORE EFFICIENT AND BETTER COORDINATED. VARIOUS DEPARTMENTS WITH LAW ENFORCEMENT DUTIES FREQUENTLY OPERATE WITH LITTLE KNOWLEDGE OF WHAT OTHER DEPARTMENTS AND AGENCIES ARE DOING. THIS LACK OF COORDINATION LEADS TO AN INEFFICIENT UTILIZATION OF RESOURCES. THE COMMITTEE RECOMMENDS THAT THE STATE CRIME COMMISSION WORK TOWARD IMPROVING LAW ENFORCEMENT AND PROSECUTION INSTEAD OF SOCIAL SERVICES. LAWS SHOULD BE CHANGED TO DELETE THE UNNECESSARY BURDEN OF PROOF RELATING TO THE ORIGIN OF FIRES, AND TO ALLOW ASSISTANCE FROM THE GEORGIA BUREAU OF INVESTIGATION WHEN SO REQUESTED BY LOCAL AUTHORITIES. THE GEORGIA POLICE ACADEMY SHOULD BE PROVIDED WITH FUNDING FOR USE IN IMPROVING A NEW DRIVING TRACK AND FIRING RANGE. IDEALLY, A NEW ACADEMY SHOULD BE CONSTRUCTED. THE GEORGIA STATE PATROL SHOULD ADOPT A ONE-MAN-ONE-CAR POLICY, AND MAINTAIN ESSENTIAL AND MOST FREQUENTLY USED SUPPLIES AND EQUIPMENT AT EACH TROOP HEADQUARTERS. FINALLY, THE STATE SHOULD ESTABLISH A FUND TO SUPPORT COUNTY COURT COSTS IN EXCEPTIONAL CASES HAVING REGIONAL OR STATEWIDE IMPACTS. (LWM)
