Testimony and prepared statements by congressmen, criminal justice personnel, educators, health experts, and community leaders examine the heroin and cocaine trafficking problem in New York City (NYC) and the relationship between intravenous drug use and acquired immune deficiency syndrome (AIDS).
Abstract
The incidence of and trends in drug trafficking and abuse in the NYC metropolitan area are outlined. The devastating effects of drug abuse are considered; Federal, State, local, and community efforts in the areas of law enforcement, prosecution, and treatment are discussed. The epidemiology of AIDS is described .... the at-risk population is profiled, with particular focus on the intravenous drug user. Factors contributing to the high incidence of AIDS in New York also are noted. Finally, the importance of education and public awareness in dealing with both the problem of drug abuse and AIDS is discussed.
