A futures study was conducted to examine how California's management of computer crime investigation will be conducted by the year 2001.
Abstract
Five trends of critical significance were forecasted to increase in the next decade: retention of expertise, specialized training, allocation of funds, the computer as an accessible criminal tool, and a cooperative relationship with the private sector. Major events predicted include a significant catastrophe which would cause public awareness and outrage, mandated guidelines regulating Federal involvement, a centralized investigative agency, passage of a freedom of information act, and a law enforcement action which results in "bad case" law. A normative scenario was used to develop a strategic plan that emphasizes the creation of computer crime investigation units. 23 footnotes, 5 tables, and 12 appendixes
