THIS ANNUAL REPORT OF HONG KONG'S GOVERNMENT FUNDED COMMISSION ON OFFICIAL CORRUPTION DESCRIBES THE COMMISSION'S 1978 ACTIVITIES, FINDINGS, AND RESULTS RELATED TO CORRUPTION IN ALL GOVERNMENT DEPARTMENTS.
Abstract
TYPES OF OFFENSES INVESTIGATED INCLUDED SOLICITING, ACCEPTING, AND OFFERING BRIBES, UNEXPLAINED RESOURCES, FALSE DOCUMENTS, WITHHOLDING INFORMATION, IMPERSONATION, AND OTHERS. OF THE COMMISSION'S 957 EMPLOYEES 580 WERE INVOLVED IN OPERATIONS, 80 IN CORRUPTION PREVENTION, 235 IN COMMUNITY RELATIONS, AND 62 IN ADMINISTRATION. TWO MAJOR CONSPIRACY CASES PROSECUTED DURING THE YEAR INDICATED EXISTENCE OF A SYNDICATE FOR THE COLLECTION AND DISTRIBUTION OF CORRUPT MONEY WITHIN CERTAIN POLICE FORCE DIVISIONS. NO MAJOR CORRUPTION SYNDICATE OR CENTRAL ORGANIZATION FOR THE KNOWN GUERRILLA GROUPS OF CORRUPT OFFICIALS WAS FOUND, HOWEVER. NEVERTHELESS, A CONTINUING CAMPAIGN AGAINST THESE GROUPS IS BOTH NEEDED AND PLANNED. CRIME PREVENTION ACTIVITIES HAVE INCLUDED DISSEMENATION OF MEDIA INFORMATION, INSTRUCTIONAL MATERIALS FOR SCHOOLS, AND COMMUNITY OPINION RESEARCH. CORRUPTION REPORTS RECEIVED HAVE DECLINED EACH YEAR SINCE 1974 WHILE NONCORRUPTION REPORTS HAVE HAD NO CONSISTENT PATTERNS. THE POLICE FORCE HAD THE LARGEST NUMBER OF CORRUPTION REPORTS, TOTALING 344 OF 836 REPORTS INVESTIGATED, AND 301 OF 388 DISCIPLINARY ACTIONS TAKEN OR CONTEMPLATED DURING 1978. THE APPENDICES GIVE DETAILED TABLES OF EXPENDITURES, ORGANIZATIONAL STRUCTURE, SOURCES AND TYPES OF COMPLAINTS, ACTIONS TAKEN, AND YEAR-TO-YEAR COMPARISONS. (CFW)
