This study examines Illinois' current policies on the collection, maintenance, storage, access, and exchange of information by juvenile justice agencies and offers policy suggestions for managing juvenile justice information in Illinois.
Abstract
In 1985, the Illinois Criminal Justice Information Authority obtained relevant information for the study through four public hearings; a survey of police agencies; field interviews with juvenile justice practitioners; and statewide and nationwide reviews of research, legal sources, and juvenile justice information systems. Juvenile justice information in Illinois is reviewed in terms of the network of juvenile justice agencies; legal categories of 'juvenile;' and existing juvenile justice information policies concerning rehabilitation/punishment issues, confidentiality/disclosure, and legal issues. Major juvenile justice information systems in the State are briefly described, followed by a review of Federal juvenile justice information policies and policies in the States of New York, New Jersey, Utah, and Kansas. Problems in juvenile justice information procedures in Illinois are noted for law enforcement, prosecution, court services, social service agencies, and the juvenile justice system in general. Various information problems are discussed, and an alternative policy to address each problem is offered. Appendixes contain a public hearings summary, the law enforcement survey, and project methodology.
