THIS HANDBOOK OUTLINES STANDARDS AND GOALS RELEVANT TO THE KANSAS CRIMINAL JUSTICE SYSTEM, PARTICULARLY CORRECTIONS, AND NOTES PROGRAMS OR ACTIVITIES TO ATTAIN OBJECTIVES.
Abstract
THE DEVELOPMENT OF STANDARDS AND GOALS FOR THE KANSAS CRIMINAL JUSTICE SYSTEM BEGAN IN 1974 AND WAS BASED ON A SYSTEMS APPROACH. MODEL STANDARDS WERE GROUPED INTO FUNCTIONAL CATEGORIES, SUCH AS APPREHENSION OF OFFENDERS, INTAKE AND PRETRIAL DETENTION, SENTENCING, AND INSTITUTIONAL TREATMENT. THE SYSTEMS APPOACH, WITH GOALS, OBJECTIVES, AND IDENTIFIED STRATEGIES, PERMITS REGIONAL PLANNING UNITS AND LOCAL GOVERNMENT UNITS TO ADOPT THEIR OWN IMPLEMENTATION STRATEGIES IN ACCORDANCE WITH PARTICULAR PROBLEMS AND RESOURCES. COMPONENTS OF CORRECTIONS IN KANSAS ARE STATE CORRECTIONAL FACILITIES, FIELD SERVICES (WORK RELEASE, PROBATION, PAROLE, AND A MINIMUM SECURITY CAMP), AND LOCAL CORRECTIONS. TWENTY-THREE SPECIFIC GOALS, WITH ACCOMPANYING OBJECTIVES, ARE LISTED ACCORDING TO THE FOLLOWING MAJOR GOALS OF CORRECTIONS: (1) IMPROVE PROCEDURES FOR PRETRIAL SCREENING, DIVERSION, AND DETENTION OF ADULTS; (2) IMPROVE PROCEDURES FOR SCREENING, DIVERSION, AND CLASSIFICATION; (3) REDUCE ALCOHOL AND DRUG ABUSE; (4) BE PREPARED AT ALL TIMES FOR MASS DISORDERS AND UNUSUAL OCCURRENCES; AND (5) IMPROVE CRIMINAL JUSTICE EQUIPMENT AND FACILITIES. GOALS AND OBJECTIVES ARE THEN LISTED ALONG WITH STRATEGIES AND SELECTED PROGRAMS FOR IMPLEMENTATION. THE STRUCTURE OF THE CORRECTIONS SYSTEM IN KANSAS IS DESCRIBED, AND LONG-RANGE GOALS OBJECTIVES, AND STANDARDS OF THE GOVERNOR'S COMMITTEE ON CRIMINAL ADMINISTRATION THAT DEAL WITH CORRECTIONS (INSTITUTIONAL AND NONINSTITUTIONAL) REHABILITATION, THE UPGRADING OF CORRECTIONAL PERSONNEL, AND CRIME PREVENTION) ARE OUTLINED IN AN APPENDIX.
