          Abstract
              The guide is intended for use by experienced and newly hired nonnative police officers, law enforcement administrators and trainers, police academy personnel, and citizens. The introduction provides statistics, outlines the issues of hiring police officers from newcomer groups, provides an overview of current minority employment guidelines and practices, and explains how the book will help law enforcement and community members with the hiring process. Additional chapters describe the benefits of hiring from newcomer populations, explain the crucial role of mutual trust between law enforcement and newly settled groups, detail important steps that have helped communities overcome barriers in hiring nonnative officers, present suggestions for a successful hiring effort, and list practical resources that include people with established records in hiring from refugee and immigrant groups.
