RECOMMENDATIONS ARE MADE FOR REORGANIZATION AND INCREASED EFFICIENCY OF MAINE'S TRAFFIC COURTS INCLUDING THE DE-CRIMINALIZATION AND ENSUING DENIAL OF THE RIGHT TO JURY TRIAL FOR MANY OF THE LESSER TRAFFIC OFFENSES.
Abstract
RECOMMENDATIONS ARE CONCERNED WITH THE FOLLOWING GENERAL AREAS: GENERAL APPROACH TO TRAFFIC CASES; TREATMENT OF TRAFFIC CASES PRIOR TO DISTRICT COURT HEARING; DISTRICT COURT HEARINGS; AND PROCESSING TRAFFIC CASES AFTER DISTRICT COURT HEARINGS. NUMEROUS APPENDIXES GIVE STATISTICAL AND BACKGROUND DATA INCLUDING A DISCUSSION ON MODEL TRAFFIC TICKET AND COMPLAINT FORMS.
