THE USE OF EMPLOYEE INCENTIVES TO INCREASE PRODUCTIVITY IN LOCAL GOVERNMENT SERVICES IS DISCUSSED. AN INCENTIVE IS BROADLY DEFINED AS ANYTHING WHICH IS OFFERED TO OBTAIN A DESIRED PERFORMANCE OR BEHAVIOR. EXAMPLES OF VARIOUS INCENTIVES ARE LISTED, AND ARE CLASSED AS BEING POSITIVE, QUASI, OR NEGATIVE. AMONG THE INCENTIVES LISTED ARE MERIT INCREASES, PERFORMANCE BONUSES, MONETARY INCENTIVES, JOB ENRICHMENT, AWARDS, EDUCATIONAL BENEFITS, RULES, AND PUNISHMENT. ILLUSTRATIONS OF INCENTIVE PROGRAMS ARE GIVEN FOR LAW ENFORCEMENT, SANITATION, PUBLIC WORKS, HEALTH AND WELFARE, AND PARKS AND RECREATION. UNDER THE IMPLEMENTATION OF INCENTIVE PROGRAMS, CONSIDERATION IS GIVEN TO OBSTACLES, MEASUREMENT OF PERFORMANCE, EVALUATING THE EFFECTIVENESS OF INCENTIVES, AND INCENTIVE DESIGN AND ADAPTATION. A CROSS-INDEX BY TYPE OF INCENTIVE AND A JURISDICTIONAL INDEX ARE PROVIDED.
