PROGRAM REPORT AND STATISTICS ON THE 20-MONTH OPERATION OF THIS PROGRAM FOR INMATES OF THE STATE'S CORRECTIONAL FACILITIES.
Abstract
THE DIFFERENT PROVISIONS OF THE ENABLING LEGISLATION FOR THIS PROGRAM ARE BRIEFLY DISCUSSED. EXPLAINED ARE THE BASIC ELIGIBILITY REQUIREMENTS, THE TYPES OF FURLOUGHS. THE SELECTION PROCESS, THE AUTOMATIC NOTIFICATION OF LAW ENFORCEMENT OFFICIALS, AND THE POLICIES FOR HANDLING RESIDENTS WHO ABUSE THE FURLOUGH PRIVILEGE. TABLES PROVIDE STATISTICAL INFORMATION ON THE NUMBER OF FURLOUGHS, THE NUMBER OF ESCAPES, AND THE ESCAPE RATE BY MONTH. THE ESCAPE RATE DURING THE FIRST YEAR OF THE PROGRAM WAS 1.7 PERCENT AS COMPARED TO 1.1 PERCENT FOR THE SECOND YEAR. THE FURLOUGH STATISTICS FOR INMATES SERVING LIFE SENTENCES FOR FIRST AND SECOND DEGREE MURDER ARE ALSO EXAMINED. IN ADDITION, THE FURLOUGH EXPERIENCE FOR INMATES SERVING SENTENCES FOR CRIMES AGAINST PERSONS IS COMPARED WITH THAT OF OFFENDERS SERVING SENTENCES FOR CRIMES NOT AGAINST THE PERSON. ONLY 1.3 PERCENT OF THE 'PERSONS' OFFENDERS WERE DECLARED ESCAPEES AS COMPARED TO A 1.6 PERCENT RATE FOR OTHER OFFENDERS.
