DATA FROM COLLEGES AND UNIVERSITIES, JUDGES, ADMINISTRATORS, AND ALL LEVELS OF EMPLOYEES WERE COMPILED TO FORMULATE CONCLUSIONS AND RECOMMENDATIONS TO APPROPRIATE STATE AGENCIES.
Abstract
THE MANPOWER RESOURCES AND TRAINING PROGRAMS WERE FOUND TO BE GENERALLY INADEQUATE. THERE WAS DISCOVERED TO BE NO UNIFORM DATA BASE UPON WHICH TO BUILD SOUND JUVENILE PROGRAMS. COMPENSATION FOR JUVENILE JUSTICE PERSONNEL WAS JUDGED TO BE TOO LOW, AND THE TURNOVER WAS EXCEPTIONALLY HIGH, WITH MOST OF THE ACTIVE STAFF BEING YOUNG AND INEXPIERENCED. MINORITY HIRING WAS CONSIDERED BETTER IN THE JUVENILE JUSTICE FIELD THAT IN MOST AREAS OF PUBLIC SERVICE. WHILE SOME IN-SERVICE TRAINING PROGRAMS WERE CONSIDERED EXCELLENT, IT DID NOT EXTEND TO A SUFFICIENT NUMBER OF PERSONNEL. IT WAS RECOMMENDED THAT THE POTENTIAL FOR VOLUNTEER SERVICES BE DEVELOPED.
