Abstract
Statistics on penalty charge notices issued by local authority parking attendants were also included from 1994. This is a record of official action with regard to motor vehicle offenses and breath tests, rather than an estimate of the number that took place. The number of motor vehicle offenses dealt with by official police action or penalty charge notice in 2000 was 10 million, up 6 percent from 1999 and the highest number recorded. The largest groups of offenses dealt with in 2000 were for obstruction, waiting and parking offenses, speed limit offenses, and license, insurance, and record keeping offenses. The number of offenses dealt with by fixed penalty notice issued by the police (including traffic wardens) in 2000 was 3.1 million, down 2 percent from 1999. In addition, 4.7 million penalty charge notices were issued by local authority parking attendants in 2000, up 18 percent. There were 2.1 million court proceedings for motor vehicle offenses during 2000, down 3 percent from 1999. Cameras provided evidence for 802,000 offenses dealt with in 2000. Overall, these cameras provided evidence for 61 percent of speeding offenses dealt with. The number of screening breath tests carried out during 2000 was 714,800, 7 percent less than in 1999. The number of positive or refused tests in 2000 rose by 1 percent from 94,100 in 1999 to 94,600 in 2000. 5 figures, 26 tables, 27 notes
