This manual provides guidelines for managing a multiagency serial murder investigation.
Abstract
After specifying the multiagency investigative team (MAIT) planning process, the manual presents procedures for forming the MAIT task force. Procedures for personnel organization and management cover investigators, support personnel, case review analysts, specialists, and volunteers. Personnel functions include selection, assignment, training, and coordination. The funding issues addressed are anticipated expenses, postarrest financing, funding agreements, and potential resources. A review of MAIT facility and equipment considerations is followed by suggestions for information management. Some of the issues considered in a chapter on communication are information leaks, access to information, the danger of partial information, communication between task force and other agency personnel, and the communication impact of a separate location for the task force. Other topics covered in the manual are MAIT operational concerns; media relations; and case coordination, review, and critique. Appendixes contain the MAIT conference methodology and agenda, a description of the Violent Criminal Apprehension Program (VICAP), mulitagency case presentation booklet, VICAP crime report, special crime unit bylaws, emergency funding legislation, and Tip sheets. 100-item bibliography.
