This report presents the steps for operationalizing the United Nations crime prevention and criminal justice program.
Abstract
After a review of existing needs, the report recommends ways to respond to priority concerns. A discussion of main program areas and modalities focuses on advisory services, training activities, operation research, clearinghouse facilities, and funding sources. The general intent of the program of technical cooperation is to help interested states in the identification of their crime prevention and criminal justice needs. One priority is law reform that will affect criminal codes and assist in more effective crime prevention and criminal justice planning. The larger aim of technical cooperation is to preserve and reinforce democracy and justice based on the rule of law. The pursuit of this aim will be guided by United Nations norms and standards for crime prevention, criminal justice, law enforcement, victim protection, and conflict resolution and mediation.
