              The program operated by the Newark Police Department (New Jersey) to reduce citizen fear of crime relies on a cooperative effort of all parts of the community and focuses as much on causes as on effects of conflicts.
          Abstract
              All the significant branches of the city government have made commitments to specific parts of the program. The Fear Reduction Program has created six main elements. A newsletter has established a line of communication between law enforcement and neighborhood residents. The Directed Patrol Task Force uses innovative methods to increase the visibility of the police in the community. The Community Service Center is a storefront that serves as a meeting place and source of information and aid to community residents. The neighborhood cleanup program involves both community services by juvenile offenders and a commitment by city government to repair streets, demolish abandoned buildings, and maintain garbage collection. The Directed Police-Citizen Contact program consists of door-to-door visits and questionnaire surveys of citizens by motor patrol officers to identify community problems.  The Self-Esteem Enhancement Program provides added recreational and educational opportunities to encourage youths to refrain from loitering in public places.
