The Victims of Crime Act of 1984 established the Crime Victims Fund to provide financial assistance to victim compensation programs and to improve both public and private sector services for crime victims. This document provides information on how to apply for discretionary program funds.
Abstract
The Crime Control Act of 1990 increased the ceiling of deposits into the fund to $150 million in fiscal years 1991-1994. Of the first $100 million deposited in the fund, 49.5 percent is available for State victim compensation program grants, 45 percent for State victim assistance program grants, 1 percent for supporting services for Federal crime victims, and 4.5 percent under provisions of the Children's Justice and Assistance Act (CJA) of 1986. The next $5.5 million deposited in the fund, above the first $100 million, is used to fund CJA grants. Deposits in excess of $105.5 million but not exceeding $110 million are available for victim assistance program grants. Of deposits in excess of $110 million and up to the $125 million available in fiscal year 1991, 47.5 percent is used to fund victim compensation program grants, 47.5 percent for victim assistance program grants, and 5 percent for Federal crime victim services. Each applicant must demonstrate that it has the management and financial capability to effectively implement a project of the size and scope delineated in the program description.
